With expectations that the rental market for elite housing is returning to life, owners are stepping back in and asking high prices, but demand has not yet recovered from its record fall last year. The share of owners offering apartments for more than $9,000 increased to 15 percent February, up from 12 percent the month before, Penny Lane Realty said in a report last week.

State Duma deputies will hear a bill in a key second reading later this month that would streamline the current process for employers to register foreign teachers. Regulations put in place last year by the Federal Migration Service have made it extremely difficult for Russian universities and language schools to hire foreign teachers.

12.01.2010 New Work Permits to Be Offered To Migrants
Millions of illegal migrants working in private households across Russia will get a chance to legalize their employment under new legislation regulating the legal status of foreign guest workers.
The bill, proposed by the Federal Migration Service and submitted to the State Duma last week, will allow private employers to obtain one-month work permits for foreign workers for 1,000 rubles ($34). The permits can be prolonged on a monthly basis.
